The road transport industry in this country has three major industry associations — Transporting NZ, the National Road Carriers Association, and the NZ Heavy Haulage Association — and each has a preferred insurance programme designed specifically for its members. Understanding these programmes, and whether they are right for your operation, is an important step in getting the best HGV insurance.
Transporting NZ: history and what it represents
[Transporting NZ](https://transportingnz.org.nz) (formerly the Road Transport Association NZ, or RTANZ) is the largest road transport industry body in the country, representing freight, passenger, and logistics operators across all vehicle types and sectors. The association was rebranded as Transporting NZ to reflect its broader mandate and modern industry focus.
Transporting NZ advocates for the transport sector on roading policy, regulatory reform, infrastructure investment, and industry standards. The association engages with [Waka Kotahi NZTA](https://transport.govt.nz) on issues including road user charges, heavy vehicle access, and route approval frameworks. For operators who want a voice in the regulatory environment that shapes their industry, Transporting NZ membership is the primary vehicle.
The association also provides compliance tools, industry intelligence, training resources, and networking — particularly valuable for smaller operators who do not have dedicated compliance staff.
The Transporting NZ insurance programme
Transporting NZ's preferred insurance broker is Gallagher NZ (AJG), part of the global Arthur J. Gallagher group. The Gallagher programme for Transporting NZ members includes a comprehensive package designed to address the full range of exposures relevant to general freight, logistics, and transport operators.
Core inclusions in the Gallagher programme: comprehensive motor vehicle and fleet cover; carriers liability; legal liability extension; off-road tyre damage; personal accident for driver; fuel contamination cover; towing costs; driver care provision (cab personal effects, driver personal effects); hydraulic breakdown; coroner costs; loading equipment cover; and relief driver cover.
The breadth of inclusions reflects the diversity of Transporting NZ's membership. For a general freight operator running a mixed fleet, this comprehensive package approach is efficient — rather than negotiating individual extensions, the base package already includes the most commonly needed covers.
Who it suits: freight and logistics operators of all sizes; fleet operators running mixed general freight; operators wanting a broad package with comprehensive extensions; operators who value Transporting NZ's advocacy and compliance support alongside the insurance programme.
National Road Carriers Association
The [National Road Carriers Association](https://natroad.co.nz) (NRC) represents road carriers — particularly truck operators running sub-contract, owner-operator, and fleet operations. The NRC has a strong focus on small-to-medium operators and provides compliance toolkits, logbook resources, industry guidance, and regulatory advocacy.
Insurance programme: the NRC's preferred programme runs through Marsh NZ, one of the largest insurance brokers in the world with a dedicated specialist commercial vehicle team and 30+ years of heavy vehicle expertise in this country.
The Marsh/NRC programme provides specialist HGV underwriting with carriers liability, comprehensive vehicle cover, and access to specialist extensions. Marsh's global scale provides underwriting leverage that smaller brokers cannot match — particularly for fleet accounts where Marsh's market relationships translate directly into competitive pricing.
Who it suits: owner-operators and smaller fleet operators; sub-contract carriers; operators who value the NRC's compliance support and advocacy; operators wanting the backing of a global broker with deep local expertise.
NZ Heavy Haulage Association
The NZ Heavy Haulage Association (NZHHA) represents specialist heavy vehicle operators — those moving oversize, overdimension, or high-mass loads that require special transport permits, multi-axle trailers, and specialist operational expertise. The NZHHA includes logging operators, overdimension load carriers, and operators running high-productivity motor vehicles (HPMVs) including 50MAX combinations.
Insurance programme: the NZHHA's preferred broker is Rothbury, a major New Zealand broker with specific expertise in heavy vehicle and specialist transport risks. Rothbury's Fleet Risk Management Assessment programme is a core feature of the NZHHA relationship.
Critically, Rothbury accesses 40+ insurers including Lloyd's of London syndicates. For specialist risks — remote East Coast logging on steep terrain, heavy haulage with overdimension permits, chemical tankers — Lloyd's capacity is often the only market available at realistic pricing. This access is a direct benefit of the NZHHA programme.
Who it suits: logging operators; heavy haulage and overdimension operators; operators carrying specialist loads (machinery, mining equipment, wind turbine components, prefabricated structures); operators who need Lloyd's market access for high-risk classes.
Programme vs open market: how to compare
When comparing an association programme against other specialist broker options, use these four criteria.
Coverage breadth. Does the programme include the extensions relevant to your operation? Compare the base inclusions against a specialist broker quote with the same covers specified. Sometimes association programmes include covers you do not need while missing something specific to your sector.
Limits. Are the default limits adequate for your vehicle values, cargo types, and public liability exposure? A programme default of $2M PL may be inadequate for logging or tanker operations where $5–$10M is appropriate.
Premium. Association programmes are generally competitive but not always the cheapest option for every operator. Compare on a like-for-like basis: same agreed values, same carriers liability limit, same public liability limit, same specialist extensions.
Claims service. How does the broker handle claims? Specifically for your vehicle type and sector. Ask for references from other operators in your sector who have made significant claims through the programme.
Should I join for the insurance access alone?
Joining an association solely for insurance programme access is reasonable if the programme delivers measurable value. But the non-insurance benefits — compliance tools, advocacy, training, networking — typically justify membership independently.
The right approach: evaluate the association programme against your current broker's terms on a like-for-like basis. If the programme is competitive and the association provides value beyond insurance, joining is a straightforward decision. If the programme is not competitive for your specific operation, a specialist open-market broker may serve you better — and you can still join the association for its other benefits.
